Coast Guard Certificate of Merit
Coast Guard awards CSERT’s Ed Doyle Certificate of Merit for performance as ATHOS I Safety Officer On May 27, 2005, the U.S. Coast Guard presented Ed Doyle, CSERT’s president and co-founder, with a Certificate of Merit. The citation, from the Commandant of the United States Coast Guard, recognized “…his service as the Unified Command Safety Officer during the ATHOS I oil spill response.” It continued: “As a key member of the Unified Command staff, Mr. Doyle demonstrated exceptional leadership, professionalism and technical expertise leading a multi-agency safety team in developing and implementing an incredibly successful safety program responsible for over 1800 responders. Mr. Doyle faced a tremendous array of complex safety challenges that included severe cold weather, grueling manual oil recovery labor operations, river hazards and dangerous work surfaces that could cause severe limb and head injuries. His superbly crafted site safety plans and innovative feedback loops to ensure its currency; this was the cornerstone of his very impressive safety program. In addition, Mr. Doyle devised an awards program to recognize field responders who set the example for safe work practices and involved the Unified Commanders in personally recognizing recipients. His comprehensive approach and his outstanding ability to galvanize responders from every level in the response organization to place safety at the forefront had a direct and immediate impact on the entire response operation. Mr. Doyle's work on the ATHOS incident has set a new standard for safety professionals around the nation in integrating safety into the very dynamic and challenging environment of emergency response operations. Mr. Doyle's dedication, judgment and contribution to the ATHOS I Unified Command team are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard.”
